Touched by 'Three Generations of Women Beggars'

"We need to look at beggars with different eyes, not as a scourge on society, scum by some peoples’ definition, but as human beings who got transplanted from their natal homes by poverty; drought and lack of food security; patriarchy; insufficient infrastructure to accommodate their needs" - Leila Sheikh on 'Three Generations of Women Beggars'.

Indeed. When you are born to a mother that is 14, living on the streets from a family of beggars - unless something miraculous happens - your lot in life is already cast in iron. That is not right. 

When I was living near the city centre I used to take night walks around the places where [they] sleep. Once I saw an old woman with her back completely bent - she could hardly carry herself. The sight was heartrending, I wanted to cry out loud. The world can be a terribly cruel place to the best of us, but at least we have some hope for tomorrow. For others, it is completely hopeless. And that is just inhuman.

We can look at the government for the solution - and surely it can do more - but probably we the people have something that we can do. I once worked part-time for Compassion International, an organisation which helps linking children from poor communities with sponsors abroad to provide for their education. There were thousands of sponsors from the West, and these were normal individuals pledging USD 25 or more per month to care for these children. I saw no record that there was a Tanzanian contributing to the sponsorship program even though the amounts were pretty small and the beneficiaries were children in their own nation. 

We have talked about this in this forum I guess. We need to institutionalise philanthropy. Unlike Westerners, many Africans are probably contributing to the welfare of many people in their extended families. I have a colleague who has had the burden of taking to school and college four or five of his siblings. I have seen firsthand how this can hold a person back. But the question is: what about people like Tumaini who come from families where there is no one to fall back to? If we only divert half of the funds we contribute to have the senseless extravagant parties and ceremonies (oh, the madness!), this could be achieved.

Poverty is not a laughing matter and for many supposedly well to do Tanzanians, including myself, it is just a life shock or two from being a reality again. That is why we take national development quite personally. That may be our only hope in the future.

Maoni hayo yalitolewa kabla ya Tangazo kuhusu kupima ardhi yote nchini na Tangazo ;a kurudishwa kwa ardhi ambayo haijaendelezwa. Licha ya hayo, Udadisi inaamini maoni haya bado yana umuhimu.

Tatizo solutions zinazotakiwa zipo political, kiasi kwamba utekelezaji wake uta-challenge na utabadili status quo. 

Na kwa upande mwingine, sidhani kama Tanzania ina uhaba wa mapendekezo ya wasomi/wanazuoni katika kukabiliana na changamoto mbalimbali za kimaendeleo. Tatizo lipo kwenye utekelezaji wa hayo mapendekezo; kama nilivyosema hapo juu, utekelezaji wake utaleta mtikisiko.

Kwa mfano, mara ngapi tumesoma pendekezo la upimaji wa ardhi kwa nchi nzima ili kuweka matumizi na mipango bora ya utumiaji wa ardhi? Kama nakumbuka sahihi, sidhani kama ardhi ya Tanzania imepimwa kwa zaidi ya asilimia 20. Tibaijuka alipokuwa ardhi walianzisha mpango wa upimaji wa kutumia GIS/Remote sensing, sijui uliishia wapi? Lakini pengine kisingizio kinaweza kuwa uhaba wa pesa. Uhaba wa pesa nayo ni moja ya hizo simplistic narratives. 

Benjaminsen, Maganga na Abdallah katika andiko lao la mwaka 2009 wameeleza kwa hali ya juu kuhusu tatizo la mgogoro kati ya wakulima na wafugaji. Wameeleza kile nilichokisema juu ya namna gani wafugaji wanaonekana 'wakorofi' na 'waharibifu wa mazingira' hivyo kuwekwa 'pembeni' kinamna fulani huku wakulima wakiwekwa 'juu' zaidi. Vile vile wameongelea juu ya tatizo la rushwa na utawala bora, kiasi kwamba wafugaji pamoja na wakulima wanakuwa hawana imani na vyombo vya kisheria na haki, na kupelekea kuchochea migogoro zaidi, kwani kupigana ndiyo inakuwa njia wanayoiona inafaa. Wameeleza jinsi uongozi wa kiserikali unavyoshindwa kukabiliana na tatizo husika. 

Wakaenda mbele na kutoa baadhi ya namna ya kusuluhisha: kuboresha taasisi za usimamizi wa maliasili katika ngazi za vijiji. Hizi taasisi lazima ziwezeshwe kifedha na rasilimali watu na serikali ili ziweze kuwa na uwezo wa kutatua migogoro. Wamesema pia juu ya ulazima wa kubadili mtazamo hasi juu ya wafugaji, kwani mitazamo huchangia sana namna sera zinavyotungwa na matatizo yanavyosuluhishwa. Sasa ukiwa na mtazamo hasi juu ya wafugaji, ina maana hata sera na masuluhisho hayataleta manufaa bali yataleta matatizo zaidi, haswa kwa wafugaji. N.K.

Hilo ni andiko la mwaka 2009, lakini mpaka kesho migogoro Kilosa haijaisha. Sasa sijui hata kama watu wa wizarani wamesoma hilo andiko! 

Kwa hiyo... mimi kwa upande wangu sidhani kama kuna uhaba wa mapendekezo ya kutatua matatizo haya. Shida ipo kwa mtekelezaji: wasomi-watafiti ni kama marefa, wanachezesha mchezo kati ya serikali na wananchi, lakini hawawezi kucheza wenyewe katika timu yoyote kati ya hizo mbili. Ni wajibu wa serikali ama wananchi kucheza kutokana na miongozo ya marefa. Unaweza kuwa siyo mfano wa moja kwa moja lakini unaweza kutoa picha ya kwamba wasomi-watafiti wana limit katika kile ambacho wanaweza kufanya katika kuhakikisha vile wanavyovipendekeza vinatekelezwa. Labda kama waamue kuwa wanaharakati, kama baadhi ya wasomi walivyoamua kuwa.

Ni hayo tu. Ingawa hili suala linahitaji mjadala wa kitaifa, kama mambo mengi ya nchi yetu yanavyohitaji mijadala ya kitaifa.

FASIHI YA VIJANA WA LEO

Ni dhahiri tunafahamu nafasi ya fasihi katika ukombozi wa nchi yetu na wananchi wake. Fasihi ilikuwa (na inaendelea kuwa) mstari wa mbele katika kulikomboa bara na taifa letu. Fasihi ilikuwa na mchango mkubwa katika ukombozi wa fikra na kuamsha na kuhamasisha harakati va kuupinga udhalimu wa aina yeyote hapa barani kwetu kwa miaka na miaka. Kutokana na fasihi yetu hii (hususani andishi) nchi yetu imepata kubarikiwa na wanafasihi mashuhuri (kila mtu anaweza akamtaja wake).

Licha ya utajiri wa fasihi tulionao leo... idadi ya waandishi miongoni mwa vijana wa leo (na hata idadi ya wale wenye mapenzi ya usomaji) inatilia mashaka makubwa sana. Hivyo, taasisi yetu pendwa - Soma (Soma Book Cafe) katika kukuza na kuhamasisha uandishi kwa vijana wa leo - imeaandaa na inaratibu - shindano la hadithi fupi kwa wanafunzi wa shule za sekondari kwa ajili ya kuendeleza upenzi wa fasihi na ikilenga kuweza kuzalisha kazi mpya za vijana wa leo.

Soma, inachukua nafasi hii adhimu kukuomba wewe kama mdau wa usomaji, maarifa, elimu na maendeleo kuwashirikisha, kuwasihii na kuwahimiza - WATOTO, WAJUKUU na VIJANA wetu walioko katika shule za Sekondari kushiriki SHINDANO hili la Hadithi Fupi ilimradi kuendelea kuudumisha utamaduni wetu adhimu wa Uandishi.

Wosia wa Mwalimu Nyerere kwa Ndugu Mengi


Dunia imegawanyika hivyo sehemu ya wakubwa wana nguvu za uchumi na wanaitumia kuendeleza nguvu hizo. Nilisema Ndugu Kaunda alijaribu kuacha Coca-Cola nikamwambia : ‘‘Sasa utafanyaje?’’ Alisema: ‘‘Mwalimu, tunaanza mtambo wetu pale wa vinywaji vya nyumbani, unaweza kufanikiwa.’’ Nikamwambia: ‘‘Ken, huwezi… huwezi kwa sababu wako Wazambia pale watakuletea taabu kwelikweli.’’ Nimeambiwa jana kwamba nadhani sasa Coca-Cola watarudi. Wamesharudi kwa sababu sasa mapambano hayo dhidi ya ukoloni mamboleo si rahisi. Ndugu Mengi, ni magumu zaidi kuliko mapambano dhidi ya ukoloni kwa sababu tulipokuwa tukipambana na ukoloni ilikuwa ni rahisi zaidi kuunganisha nguvu za ndani. Ilikuwa rahisi vilevile kwa nchi changa kushirikiana. Kwa Tanzania kushirikiana na India; TANU kushirikiana na KANU, kushirikiana na Indian Congress, kushirikiana na UNIP, kushirikiana na African Congress. Tulikuwa tunaweza kufanya kazi pamoja na marafiki bila tatizo, lakini sio sasa.

Kwa hiyo, sisi hapa Tanzania tutakaposema tunataka kiwanda cha Tanzania kiwe cha Tanzania lazima wote tuseme hivyo. Mimi niseme hivyo, Mengi useme hivyo, Patel aseme hivyo, Shomari aseme hivyo. Wote. Lazima iwe ni biashara yetu, lazima … lazima tujenge biashara ya Tanzania. Sisi si watoto wadogo, dunia inabadilika hii bwana. Tumesomesha watu bwana. Kulikuwa kuna wakati tunaweza kusema kijingajinga, lakini sasa tumesomesha watu wote, yani watu wote hawa tumewasomesha. Kazi yetu nyinyi mtujengee tegemezi[?] Sasa nyinyi mtukwamue. Ndio hamuwezi kwenda mnakwenda kwenye Benki ya Taifa tumekupanga kwenye Benki ya Taifa mnakwenda kuomba fedha katika Benki ya Taifa kusudi kutusaidia kujenga uchumi tegemezi, haiwezekani. Mtusaidie kutukwamua. Katika hiyo lazima tuungane wote. Ujumbe namba moja; Somaia unanisikia? … Ndio ujumbe namba moja, hili halina itikadi; Waingereza wanafanya hivyo, wamekuwa wakifanya hivyo.

Tutazidi kuongeza sekta ya umma na kuifanya imara. Sio dhaifu hata kidogo. Lakini sekta ya binafsi ipo tangu 1967 na kabla, sasa fanyeni kazi nzuri lakini tukabiliane na watu wa nje kwa pamoja. Mtu ambaye tutamkataa sisi ni yule ambaye kazi yake yeye ni kutufanya sisi tu ni wafanyakazi wa nchi za Kaskazini. Huyo si mwenzetu hata kidogo. Si mwenzetu, Mengi. Jifanye bepari mzalendo, tutakuunga mkono asilimia mia moja kama bepari mzalendo. Hatutakusaidia, tutapambana nawe kama utajaribu kuifanya nchi hii koloni mamboleo kwa ajili ya mtu mwingine nje ya Tanzania. Tuelewane hivyo. Kuwa bepari, tengeneza fedha, lakini fedha hizo kwa ajili ya Tanzania – kwa ajili ya kujitegemea kwa nchi yetu – lakini tukupe uwanja wa nchi yetu uutumie kutufanya wafanyakazi wa watu wengine, hatukubali hata kidogo. Tutapambana na nyinyi mkiwa namna hiyo. Ndio maana sasa hivi tunasema waziwazi. Tujenge nchi yetu. Hatutaji, katika hali ya kujaribu kuutoa uchumi wetu katika hali hii ya ovyo, tutatumia uwezo wetu wa ndani kwa ajili ya maendeleo, ubepari na ujamaa. Tutazichanganya zote hizi kwa nguvu kabisa kabisa kujenga uchumi wa nchi yetu.

Sasa ninasema katika hilo uwezo tunao. Ingawa bado uwezo wa kutengeneza viwanda vyetu wenyewe hatuna, lakini viwanda hivyo tulivyonavyo tuvitumie basi angalau tujitosheleze kwa nguo – kwa mavazi – kwa maana ya mavazi, yaani nguo zenyewe na viatu. Sisi tuna ng’ombe, tuna mbuzi; tunaendelea, watu wazima tunauza ngozi nje, ngozi hasa… tufanye hivyo, maana uwezo tunao, sio wa kutafuta, rasilimali ipo tayari… Mengi, hilo tunaweza tukafanya.

Vifaa vya elimu… vifaa vya elimu. Mengi, si ulianza na kalamu? Sasa tuanze, tutengeneze karatasi. Leo tunatengeneza vifaa vya elimu vinatupa taabu tuna watoto wengi wanaosoma. Tuna watoto wanasoma kama milioni nne. Mimi nadhani kusema kweli tunaweza tukawa na viwanda maalum tu kwa shughuli za vifaa vya elimu. Tunaposema kwamba tunataka watoto wa shule wavae viatu, tunajua viatu vyenyewe vinapatikana wapi? Eh! hivi viatu tu, kusema viatu, sijui watu wana viwanda vyao wenyewe, sijui maduka yao wenyewe? Angalao tuseme, kwa shughuli za shule, tunatengeneza. Hivi yunifomu zinatengenezwa mahali fulani, hizi kalamu madaftari yanatengenezwa mahali fulani. Tufanye hivyo, maana kubwa jambo hili, ni kubwa kwetu; kusomesha watu wetu ni kubwa, na uwezo tunao, sio kwamba hilo nalo tena ni kazi ya kuweza kutegemea Kaskazini. Hivi sasa ni balaa kupata madaftari katika shule zetu. Watoto hawana daftari, walimu hawana ile chaki ya kuandika.

What Would Populist Tanzanians Do?

By now, after 100 days in office as the President of Tanzania, we can safely say we have an idea of 'what would Magufuli do (next)?' The question, then, is do we know what would Tanzanians do? Or more precisely, what would the populist section of the citizenry do?

Upon reading Maria Sarungi Tsehai's article on 'The Rise of the Anti-Establishment', I have realized I don't really know how far the populism in some of us would make Tanzanians go. Therein she aptly notes how the 'Establishment' is "unhappy" with Magufuli's apparent unconventional approach. In her definition of this group, she includes the "ruling and opposition parties, the legislative, judiciary, media, civil society and part of the civil service."

However, in regard to what this group says, she also asserts that all our "criticisms do not seem to have much effect on the citizenry who continue to support and defend, aggressively, the President." I partly agree. Hence my query: What would populist Tanzanians do?

What would we do if the judges misjudge our fellow Tanzanians following the President's admonition about speeding up their ruling which, if the government prosecutor wins the cases, would enable the state coffers to get trillion of shillings? Or what would we do when our fellow countrymen are falsely or unfairly accused as being caught redhanded and jailed without any due investigative and legal process? If such things happen what would we do?

Are we simply going to "defend, aggressively, the President" no matter what? Or are we going to practice our constitutional right  - and indeed citizenship duty - to hold the President and the (central) government accountable? If yes, why don't we start right now?
Of course, some of our fellows Tanzanians have decided, against the grain, not to let 'populism' get in the way of 'calling a spade a spade'. They give credit where it is due, for instance, in regard to the dramatic collection of revenues in the last two month to the tune of more than 2 trillions, a trend which could indeed make Tanzania cut down its donor dependency to 3 percent. But they are also aware that this stellar performance is due to 'backlog' hence they cannot shy away from raising the question of 'sustainability'.

Such critics in the (social) media and civil society (organisation) are hardly part of the 'Establishment.' They are actually happy that the President is 'bursting the boils' from the Air Tanzania Company Limited (ATCL) to the National Identity Authority (NIDA) and beyond. However, they also feel obliged to query the 'validity' of the President's comparison of NIDA's national identity cards and the National Electoral Commission's (NEC) cards for voters. 

They are also happy that the President has ordered the Controller and Auditor General (CAG) to conduct a special audit on NIDA and the Prevention and Combating of Corruption Bureau (PCCB) to investigate. However, they recall what happened when such an audit and investigation was conducted on the then Tegeta Escrow account at the Bank of Tanzania (BOT). All they are worried about  is a repetition of such a process given that they feel the government did not - and has not yet - gone to the 'crux of the matter' i.e. the money that were disbursed to 'key players' through Stanbic Bank.
Yet some of those critics are confident that the current CAG is up to the task not least because of his bold statement against "political entrepreneurship" such as the one on selling of government houses that the President is said to have also benefitted from when he was a Minister in the cabinet of former President Mkapa. But, naturally, they cannot be so sure that the CAG would be independent enough.

For them, a clarion call - such as the recent one from Mzee Ibrahim Kaduma - for President Magufuli to 'repossess' those government houses is welcomed.  However, to some populists the question is whether the 'Establishment' has sent Kaduma. Even if it were so, why should anyone shy away from calling for an action that is in line with the President's own 'philosophy' of 'bursting the boils'?
Even some of the religious among the critics are worried that "Magufuli seems to be convinced that he is on a mission entrusted to him by God." They have no problem at all with this being his personal spiritual mission. In fact, they are happy that he is 'shaking and cleaning up' the 'corrupt-ed' country. However, for them the 'constitutionality' of our 'secular' state is sacrosanct hence it is scary to see signs of 'messianic zealotry' raising its ugly head in a society that is so sensitive about the hegemony of religion and fanaticism.
In moments like these, we indeed ought to let the President do his job and members of the opposition parties as well as civil society do theirs. We would not be helping our dear Magufuli if we only say the Emperor has and will always have clothes. Doing so is tantamount to being party to the 'establishment' of 'dictatorship'.

Kutatua Migogoro ya Wakulima na Wafugaji

MAPENDEKEZO YA KUTATUA MIGOGORO YA BAINA YA WAKULIMA NA WAFUGAJI

- Mipango ya matumizi bora ya ardhi izingatie mahitaji ya wazalishaji wote. Mathalani huwezi kutenga eneo au kijiji cha wafugaji halafu ukakitenga na maeneo yaliko maji kwa ajili ya mifugo. Katika hali kama hiyo mifugo itafuata maji tu na hapo ugomvi utatokea.

- Wapo waliopendekeza haja ya kukuza ufugaji wa kisasa wenye kuzingatia kuwa na idadi ndogo ya mifugo lakini yenye ubora mkubwa; na haja ya kuwekeza katika miradi ya uboreshaji wa malisho ili kuhakikisha kuwa wakati wote kuna malisho ya kutosha kwa ajili ya mifugo.

- Kuhusu ranchi na mashamba yote yaliyobinafsishwa katika wilaya ya Kilosa lakini wale waliopewa hawajayaendeleza kwa muda mrefu, ulitolewa wito kwa serikali kuzitwaa ranchi na mashamba hayo na kuyagawa kwa vijiji ambavyo tayari vimeonyesha kuwa vina mahitaji, uwezo na utayari wa kuyaendeleza. Hii pia itasaidia kutatua baadhi ya migogoro inayotokana na uhaba wa ardhi kutokana na kuhodhiwa na wachache.

- Aidha, ilipendekezwa na kusisitizwa kuwa mazungumzo huru na ya wazi ni jambo muhimu sana. Na ndio baadhi ya misingi ambayo kwayo nchi yetu ilijengwa na waasisi wa Taifa letu. kutokana na umuhimu wa mazungumzo kama njia ya kutatua migogoro baina ya wakulima na wafugaji wao kwa wao ilipendekezwa kuanzishwe kamati ya wilaya ya Usuluhishi na Maridhiano baina ya wakulima na wafugaji. Kamati hiyo itokane na iwe na uwakilishi toka pande zote za wazalishaji wadogo wadogo, yaani wakulima na wafugaji.

- Suala la kubaguana kikabila si jambo jema na lazima kwa pamoja lipingwe na kulaaniwa kwa nguvu zote. Aidha ikasisitizwa kuwa ni wajibu wa kila mshiriki katika mkusanyiko ule, na kila Mtanzania kupinga na kulaani hadharani pale anaposikia mtu au kiongozi yeyote analeta hoja za kuwabagua na kuwatenga watu kwa makabila au dini zao.
